Why does there have to be a preseason?

Let me start off by saying I only play ranked. I find the competitive aspect of league to be it's best point by far. Despite it's undeniable flaws, that is the reason I play league. Now with that background in mind, the issue currently with me is a lack of that entire aspect for 2 months! There is at least 3 people or more a game in ranked that do not play seriously during the entire preseason (side note i am plat 1, it is not my rank that causes the lack of competitiveness). I understand that riot wants to introduce new things and the game is unbalanced while everybody is figuring the new season out. The creators of the game fail to see though that league as a whole is always unbalanced, even during the regular season. Constantly, during the regular season there are champs that have higher win rates than others. This leads to people abusing them. You can say that there are less champions that there is a lesser amount of overpowered champions in regular season but let me remind you only 10 champs can be banned. At any given patch I have played this game there has been more than 10 champions at a time that are substantially more powerful than others in regular season. Comparing this to preseason this is the exact same thing. People see that there are more powerful champs than others. They then of course, pick them. This logic completely removes the need for a preseason. Why slap the name "preseason" on ranked and encourage people not to play seriously when it is the same as usual league of legends with more things being introduced each patch. To make ranked even less meaningful riot makes mmr in the entire preseason not matter until next season. It just kind of destroys the game for me. It's not that I won't play it is the fact that the aspect I like makes it less meaningful for me. Feel free to flame/let me know your opinion in the comments.
