Ranked lane swapping

With the new positional ranking system, are you not supposed to lane swap anymore?

It definitely appears that way, which is really a poor design choice because it takes away a large opportunity for counterplay. Duoing with a friend just a couple hours ago, we were Sion top and Diana mid into Sylas top and Galio mid. My partner didn't feel comfortable in the Galio matchup, so I played against him as Sion while he swapped to deal with Sylas.

Post-game, we received the notification of "You have been detected to have swapped roles from that which was assigned and LP has been granted accordingly. Please note that continued swapping will disable positional matchmaking."

The problem is, he was still, in every way that counts, playing mid. An APC, focused solely on damage and destroying squishies. As soon as lane phase was over, he and I both roamed all over the map. I splitpushed, like a normal top laner. He grouped, flanked, all the standard stuff. But apparently that wasn't enough for Riot.

If this ever passes across a Rioter's screen, y'all need to account for the possibility of laneswaps in the face of unfavorable matchups. Perhaps look for key words in chat, or check matchups against winrates to see if laners were avoiding a counter matchup, or account for the fact that duo'd solo laners are significantly more likely to laneswap because they are often communicating outside of game as well as in. Instead of receiving enough LP to put us both into our promos, we had that LP dumped into an off-role neither of us are in any hurry to cultivate. I personally like the new matchmaking system in general, but this is a glaring red flag to me.

I had a swap just recently with a duo que partner and what's awkward is he was queued up as like support something adn I was fill and I got support and he got jungle... so I'm not sure how riot figures that one out... If I'm playing fill why would I take a position from someone wanting that position especially when it is the least chosen position in the game.... I can get support any day of the week by playing fill why put me there when my duo has already selected it?
