I won 9 out of the 10 games with a decent kda and a great evaluation and they gave me bronze 2, do u think this is normal?

If you have above 50% winrate on any champ, its pretty easy to get to silver. This game is rigged in matchmaking to make people constantly lose promo games; to knock down winrates (intentional). So if you want gold or higher you have to perform 80%+ winrate and praise RNGjesus to give you teammates that aren't stuck in the 50% winrate.

Well, yeah. New accounts now start at like iron 2 or something, but if you're actually better than your rank it's only a matter of time before you climb and start skipping divisions.

Since this is your first time playing ranked let me give you some info I think is valuable.

  1. Rank doesn't dictate who you are matched with/against. MMR does, MMR(match making rating) is a secret number that goes up when you win and goes down when you lose, at first it moves a lot until you have a good number of games played and the game believes it has sorted you near your skill level.
  2. Every new account starts at iron rank but with high silver/low gold MMR.
  3. Your MMR vs Rank difference determines how much LP you gain/lose after a match and whether or not you skip divisions.
  4. As far as we know, KDA and rating score (S,A,B etc) does not factor in MMR/LP gains in any way. So, it is the same if you win/lose with S+ or C-.

For an account that hasn't played ranked before, yes, that is normal.
