Please bring back the leaver ban

I dont understand why the new system you have to wait 20 minutes to join a game. Its not fair, what if someone had to get of due to family issues or their power gets shut off? It was better when the ban was in place or at least make it to where its 3 strikes and then you get the 20 mins of having to wait.
