More Refund Tokens, please Riot?

3 refund tokens thats it thats all we get most of use use them before level 20 becous we dont know how it works, we are new and want to try different champions and then we cant get any more, so we have to really think over what we are buying cant we get one (or have a chance of) in every S+ S S- games? (like hextech stuff) or 50% of getting one when we get a lvl 5 champ mastery? some way to get more would be nice atleast
