A small (almost QoL) buff to Veigar?

Regarding Veigar's rework in patch 5.4, specifically this change:

"Primordial Burst Ability power ratio reduced to 100% AP from 120% AP. Mana cost reduced to 125 at all ranks from 125 / 175 / 225. Cooldown reduced to 120 / 100 / 80 seconds from 130 / 110 / 90."

This nerf to the AP scaling makes a lot of sense considering Veigar gets about double the AP he used to pre 5.4, however thematically its a bit awkward. His W also a 1.0 AP scaling, meaning lategame it does essentially the same damage as his ultimate to AD targets, which is inherently unsatisfying as I want my ultimate to feel like the most powerful weapon in my kit. So with this in mind, I was curious to see if it could be changed to a 1.1 AP scaling and do 70% instead of 80% of his opponents AP to compensate for the buff to the scaling(so he isn't 1 shotting APs with just ult until like, 50+ minutes). This change would overall be a small buff to Veigar because, lets be honest, he's not exactly a popular/meta pick right now, and more importantly it would make his ultimate "feel" like the all powerful nuke that it should.
