Changes are set, specific changes tba. Personally, I'm glad Riven is getting nerfed but buffing Jax is definitely... a choice.

Mundo doesn't need buffs. Leblanc doesn't need buffs. Ekko doesn't need buffs. Lux doesn't need buffs.

Can we NOT nerf Tahm Kench for like the MILLIONTH time? Jesus Christ the champion is barely playable as it is. Does the balance team ever try to actually figure out why he is picked as a support in the first place in pro play? It's because the burst meta is so insane that there needs to be a counter to getting one-shot in under 0.5 seconds.
Unless he sits his ass on the one carry he needs to baby sit almost constantly he is virtually useless in most scenarios.
HE. IS. NOT. A. GOOD. CHAMPION. And for Christ's sake he doesn't need nerfs. But I guess it is easier to destroy a single champion than rework the entire damage tier.
If you are going to nerf him, go all the way. Make him unplayable. At least that way you will have to put him on the docket to rework completely.

For those, who actually missed something. Riven already got a huge nerf on her E, that makes her plays less aggressive. The cd in early game is huge, and Riven players should play more defensive till late game. Riven was fine for like years, the only thing that makes her op is still conqueror and DD. It's all. Stop complaining when you can just pick a freakin Renekton/Garen against her in silver.[slayer-jinx-unamused]
Why are they buffing Leblanc, Kassadin and Jax???
I don't think Lux should get support buffs until Aftershock gets a slight hit for ranged champions. She was a bit strong for a while.
I'm very sorry to tell you this... But 
laning phase is not great so hopefully it's an early game buff.

No Varus buffs despite the fact he's been garbage for over a year now.... Yeah another garbage patch.
It's kinda depressing RIOT still has no idea how to balance Sylas. You made a fun champion to play yet it's horrible to play against and balance (like pretty much every champion released in the last year and a half) when will riot understand this and REALLY think twice before releasing a champion?
It's freaking sad because right now you have:
1- Overloaded champions that fit into multiple roles -> pro play abuse -> random nerfs to kill 1 role instead of promoting diversity. 2- Stat check champions that keep getting buffed because rn there's alot of outplay champions with overloaded kits -> they become insane overbuffed champions -> nerfed.
Why are they buffing mundo again? They are literally buffing every single skill he has and it's not even light buffs (so w which is maxed last gives a free merc threads? Possibly reaching close to 50% tenacity with proper rune? (not to mention that rune in the tank tree that gives tenacity off summoner cds) making him literally unkillable mid-game where most games are defined (at least in soloQ).
Thing is mundo isn't the only champion about to enter this stage (I'd recommend most players to try out shyvana and try seing how many champions can duel you lvl 6 with ult ( not to mention the ungodly snowball potential attached to it once she get's spear of shojin and goes full tank after).
Also gj buffing lux again xD everyone knew the aftershock + w max build was cancer because it made her unkillable and that's exactly what you're buffing again nice guys.
Also gj buffing jax when instead of adressing possible lack of reward for the late game carry that he his you buff his already low cd Q for mid game abuse paired with (you guessed it) spear of shojin /sigh.
Another patch another bs filled cicle, here's to hoping 9.17 will be anything good.
