How to lower Thresh's strength in high elo but keep him the same in bronze-plat
When he hooks somebody, make him unable to use summoners or abilities besides his lantern.

Reduce hook hitbox and write something along the lines in patch notes. We wanted to seperate good thresh players from the great so we reduced q hitbox. Pretty sure that was what riot said when they nerf nidalee spear hitbox and mundo cleaver hitbox xD.
Thresh has a win rate 47.66% for Platinum+ players
the bug fix on his E dropped his win rate alot
Just play Nautilus like everyone else did the last time Thresh was meta, then proceed to use ranged supports thereafter like everyone did to counter Thresh and Nautilus etc... Move along.
The only issue i have with thresh is he likes to roam mid, and if he lands a single hook, even if your at tower its basically a guarenteed kill if the enemy mid has a snare or stun, so he just sits there and zoned you, dunno if OP just very annoying
