ok so i just started playing brand and my question is say his passive does 100 magic dmg, and between my runes and current items i have 50 magic pen, and proc my passive on the enemy ADC and he has 0 magic resist, would be passive do 100 true dmg or 50 magic and 50 true or still 100 magic dmg?

That's still 100 magic damage. Penetration does not reduce effective resistance below 0. Reduction (Abyssal Scepter aura) can put it below 0, causing increased damage, but this is very rare.
