Vayne/Zilean Can Take Tier 1 Bot B4 5 Minutes

I don't know whether this is intended or not, but Vayne and Zilean (potentially both with Press the Attack) can shove lane and do massive turret damage prior to 5 minutes with literally nothing other than ancient coin and doran's blade. We're talking Ziggs with a sheen first back levels of AA damage. Is this intended? If so, the meta in low elo bot lane should definitely be "clear waves as fast as possible at all costs or lose tower". (My op.gg shows the game in question: the Riven game with relic shield - don't question it; I was 1-0 when Vayne and Zilean first blooded turret with me THERE. Check the replay if you don'tbelieve me. -,-)

It's quite possible that I wasn't aggressive enough or did something else wrong, but I honestly was not expecting a Vayne/Zilean to do that much tower damage. FFS, Vayne wasn't even tumble-AAing. I didn't even recall.
