Heimer And ZZ'rot portal too powerful

In one of my previous games, Heimer, who is always annoying, wasn't fed and wasn't a threat. Since Heimer generally falls off late game, we didn't consider him a problem until his first item: The ZZ'rot Portal. This portal allowed Heimer to split push quite fast, and made him a bigger threat, an an unkillable threat. I know the whole purpose of the portal is to help champions who cant split push, but either one of 2 things needs to happen: 1st, some sort of restriction on the item for Heimerdinger, or, A nerf to Heimer.

saying donger falls off late game is ike saying syndra and veigar falls off late game... donger secretly has burst that would make syndra and veigar look like north korean nukes...

It's funny, but I find that the only people who complain about Heimer are those who don't buy MR when against him. And that item does nothing for his burst. It'll probably allow him to take one more hit, at most. That's not saying much when other items do exactly that and give him more burst power. Besides, Heimer was already decent at split pushing. His kit is made to help get objectives.
