Question for riot

So over the course of this preseason in my games at least there seems to be a lot more afkers. Now I'm at a point where I can raise my mmr but I also lose 20 per game. So my question for you guys at riot is why do you feel its ok to penalize players for playing a 4v5 game literally mid game? is there nothing being done to combat rage quitting or simply having bad internet and still playing hoping it will get better (AND IT DOESN'T) Because to be quite frank I'm getting really tired of losing LP that takes me 2 games to get back because of afkers or rage quitting.
