What if whenever teemo's Q blinds a champion it only blinds that chamion from hitting teemo. The champion is free to auto attack other players, just not teemo.

It is a CC that is useless on half the game, not really sure that counts as OP.

His shrooms are probably the most important part of his kit. He's known for having superb zone control, everything else he has is outclassed by other champs.
