Lower the price of Runes/Rune Page
In my opinion I really think an additional rune page book is too expensive its 6300 which is a lot of time to even come up with that IP.
Additionally a complete rune set is expensive as well.

Gary B Enkelis1 votesI believe Riot is unhappy with Runes and looking to "fix" them in the future. Could be a long wait though.
In the mean time you can get away with 2-3 basic pages.
9x AD Marks 9x Armor Seals 9x Magic Resistance Glyphs 3x AD Quints
9x Magic Pen Marks 9x Armor Seals 9x Magic Resistance Glyphs 3x AP Quints
To start. Note the overlap in Seals and Glyphs, saving you IP.
Also Tier 2 Runes are an option. They're less good than Tier 3 but better than nothing. They're 1 IP.
