Surrender Votes

I've had like 12 recent games where we have a surrender vote and one or two people refuse to click yes or no which is a very simple thing to do and there is no reason someone shouldnt, isnt this the very definition of "refusing to communicate with team" ive seen you ban people over with before??? Even if its not a ban able offense then the game should at least consider them afk and allow whomever actually participated in that part of the game to be majority vote? Its getting ridiculous to see "Vote to surrender failed with 3/0 people clicking yes" thats 100% of the participating voters saying surrender....Just something to think about...
