It is outdated and is really annoying to waste 15 minutes after someone leaves or it's completely one sided. It is still a vote so it should be available at any point in time. I am not the only one that absolutely hates it and don't know a single person that actually thinks it is great.

I agree i wish they would just remove it entirely. tired of whiny immature temper tantrums when the surrender vote fails . OMG we are 4v5 the sky is falling... even though 3 out of 4 still want to play it doesn't matter to them becase they area selfish brat .
we had one where it was really 3 v5 becase one person just wandered around farming so they wouldn't get leave busted .. so all three of us reported the afk and then reported them them for griefing assisting the enemy and stated why.
People don't realize this is just a video game and get to wrapped up in the "outcome" ranked normal or wherever the games not over till a nexus falls.
even if there is no chance of winning i still have fun playing it out.
Sozan52 votesI think that surrender vote should be available only when you have an AFK/DC for 5 minutes or longer (so, if someone never connected you can surrender from 5th minute onward).
Please, take note that I said only in the above sentence. I do not believe the surrender vote should be available otherwise, no matter which minute of the game it is.

Embertine1 votesWhy it exists - The 20 min surrender rule was put in place to keep matches above 20 minutes by preventing a team that believes it is about to lose from ending the game only 10 minutes in when the other team just scored first blood on top lane followed shortly by a double kill on bot lane. Such instances often times result in a team wide moral down slide that would cause them to forfeit too early for the game to have really been fun for anyone. The reason it was placed at the 20 minute mark was to allow you time to adjust to your lane opponents and rebalance the flow of the match so that you may yet still have a chance to win. I myself have perticipated in 5 matches that I can remember someone going afk or dc'ing and not reconnecting the entire match, and have won 3 out of those 5 with only myself and three other people. How? Because we adjusted to the gameplay and played more like it was a challenge map where one team was placed against a larger team. Also it helps when you level faster then your lane opponents on bot lane when you are by yourself and thus get all the exp from minion kills instead of sharing it with another person.
Why /surrender, /ff go on cooldown after a failed vote to surrender - The reason you cannot call another vote until so much time has passed is to prevent trolls constantly typing /ff over and over and over again. Annoying their team to no end and generally harrassing them simply because they didn't get to play the roll they had wanted to.
I know this does not entirely answer your question, nor does it do anything to appease your irritation over the matter. However believe me, if Riot finds a better way to handle things they will. Until then just hang in there with the rest of us people who have to deal with facing no hope of victory at only 13 minutes into the match.

I can see why people would want to remove Surrender entirely, but honestly, some games just stop being fun when you're getting steamrolled. If there were no option to surrender, you can bet your ass that trolls would drag games out indefinitely for the "lulz", and that thousands of people would get their accounts auto-banned after rage-quitting their 3rd 2-hour troll fest in a row.
Such an environment is infinitely more toxic than the current one.
