[Suggestion] Jinx Q Nerfs

Since Riot has expressed that they wanted to nerf Jinx's early game while leaving her late game alone. I thought they could've treated it a different way instead of the way they have suggested. -"Switcheroo (Q) Minigun speed reduced to 30/40/50/60/70% from 30/55/80/105/130% but now scales up 0 / 2 / 4 / 6 / 8 / 10 / 15 / 20 / 25 / 30 / 35 / 40 / 45 / 50 / 55 / 60 / 65 / 70% additional based on level."

And changing that to this -Switcheroo (Q) Minigun Intial speed reduced to: 15 / 20 / 35 / 50 / 65% from 15 / 27.5 / 40 / 52.5 / 65% Minigun Total Speed reduced to: 30 / 50 / 70 / 100 / 130% from 30 / 55 / 80 / 105 / 130%

Hopefully I wasn't too soft on it but I tried to not touch the very first and very last values to not affect how she started at level 1 and how she ended up when she finally maxed her Q.
