Ranked Queue Dodges Are Getting Out Of Control

I'm sure we've all experienced waiting 20 minutes in some cases to even start a ranked game because so many people dodge. Before they would be skeptical about dodging but apparently now, the penalties for dodging are so low that so many people do it. A friend I queued with went afk and ended up making us dodge the queue, and he said that he only lost 3 LP. If losing 3 LP means I get to dodge a troll team and not deal with the current broken champions that don't get banned, why wouldn't I dodge? Because of this like I said, some games take 10-25 minutes just to start. Something needs to be done about this before the season keeps going.
