What ever happened to that TeamBuilder alike queue that you said you would give us Riot?

So i remember a few months ago a Rioter said on a board that in the future you would release a queue similar to TeamBuilder. I went to the Red Tracker and found the boards which was 5 months ago. So when is it being released or did you forget about it?
