The only thing it does is accelerate Veigar's snowball or his waveclear late game, that's about it, it doesn't do anything but limit space to give him some buffs to his early game and qol changes like bugfixes. Just, freaking, remove it and give him something that does something before 20 minutes and is actually impactful.
I don't know from all the stacking champion, Veigar is the weakest among them when it comes to stacking quickly. 20min in the jungle nasus already has 900 stacks.
Edit: ok maybe kindred is the weakest of the stacking champion but she has an oppressive early game.
The last thing Veigar needs is a better early game.
That buff was a win-more buff, it does nothing to actually help veigar be viable. Veigars win/pick-rate in high elo now is pretty abysmal as he currently has no early pressure at all so i think this would help him a lot.
