You and your Engrish answered your own question. The problem isn't that there was one guy who thought this would be a good idea. The problem is that he managed to convince his boss that this would be a good idea. In turn, his boss ordered everyone else working on Sejuani to implement this idea. One of the main issues with the designers at Riot is that they think that they can push boundaries by making risky changes like this without having to deal with game-breaking consequences. However, they almost always end up releasing one or two champions in each class update who end up being apparently broken. Then they allow these broken champions to cause frustration and anger on the live servers for far too long before they step in and nerf them (usually with a hot-fix patch). It happens every damn time.

You are either a troll or needs help loosening your helmet. Riot already nerfed her passive so she doesn't get those numbers nearly as easily anymore. If she's getting those in your matches then you need to ask what you did wrong to let her reach that point.
