Mastery score requirement to play a champ in ranked

Many moons ago Riot deemed it necessary to do away with allowing scumbags to play free week champs in ranked. "Huzzah!" some cheered as they believed Riot had helped weed out a frustrating aspect of ranked play. Then came along good old role select. But these days any chump can own a majority of the roster without even touching a quarter of the roster, so one major problem still exists....... People can still easily play a champion for the first time in ranked! Being in loading screen and clicking on my Nunu and Willump's border to see they have a whopping 0 points is frustrating in of itself, but add to that a 1/19/0 score with no objective control and well.... need I say more?

My suggestion for a solution? Implement a minimum champion score before allowing that champ to be played in ranked. This will force some [slayer-pantheon-thumbs] practice before playing in ranked.
