Why does Volibear still have a Fear?

All other champions that had a Fear ability (Fiddle, Noct, Shaco, etc.) were changed to Flee, which is where they run away rather than in random directions. Why was Volibear's E (Majestic Roar) left as a Fear? Was this just an oversight or intentional? Any Rioter care to explain. Thanks!
