Would limiting teams to only being able to have one smite per team solve a lot of the problems coming from trying to balance the new jungle items?

Then trolls would make it so if somebody calls jungle first then the troll just locks in smite and there is nothing you can do about it since you're limited to 1.

Eh, no different than only being able to have one of each champ on each team. Trolls will be trolls.
