Something wrong with Fiddle fear?

Literally every time I fear an enemy champion there's like an entire second or two WHILE THEY ARE FEARED that they can still cast spells and attacks even under the effects of this spell. What the hell is going on with this? It's supposed to be INSTANT HARD CC, not delayed.

I have been saying this for a while but everyone just says "skills" or lag.

How can an ez flash after the first part of a fear hits?

I understand that sometimes skills land at the same time. But if a fear or blitz hook lands they should not get a free get out of jail card if they push x ability with a sec or two.
