Positional Rank is not a good idea.

Say Jax v Irelia top. Heimer v Ziggs mid. Heimer died to Ziggs once and wanted to lane swap. -> Irelia went mid v Ziggs. Heimer went top v Jax. -> Ziggs can't deal with Irelia, wanted to lane swap. -> Jax went mid v Irelia. Ziggs went top v Heimer. -> The game went on. In the end, Jax earned LP for going mid.

So you're saying if I lane swap with adc as a toplaner... I can rank up my bot lane rating?

Yes. Believe it or not, there are people abusing this ranked system. Let's say there are two person A and B. A is an adc main, B is a top main. A queue up as top, and B queue up as adc. In pick phase, A would be put into top and B would be put into adc, then A picks an adc and B picks a toplaner. In game, A proceeds to go bot and B proceeds to go top. Endgame, A gains LP for bot and B gains LP got top. But the difference is that since A is an adc main queuing up as top, A will have a top opponent with less skill which will give an edge for B because he's the experienced top laner. And the same thing goes with B, A will have an easier opposing adc because B is a top main so B's adc mmr/rank is low but B queues up as adc so the matchmaking system will give him an opposing adc equivalent to B's adc rank.

Hope that doesn't sound too complicated.

TL;DR to your question: Yes. Yes, it does.
