I don't even understand why it got nerfed... their reasoning was to help kill tank builds but he builds max CDR on tank builds as well does he not?

The reasoning wasn't to help kill tank builds. It was to kill Fizz in general, who was considered strong with either build.

He'd get base damage nerfs and AP ratio buffs if they just wanted to kill tank builds.

E has an insane amount of power in it. The CD nerf was very justified.
