So first of: Urgot is in a muuuuuuuch better spot than the champions that are scheduled for this year (
). This doesn't say Urgot is not in a bad spot... he seriously is. But the problem riot has with him is that they need good fantasy on what he is. As you already said he seems to be a poke champ, tank and marksman in one which is a really weird concept to go with.
He also has a lot more tank ablitys with his passive, W and R. It's just so weird.
Taric as an example (who comes out pretty soon) has a "clear" and good concept.
Immobile melee battle healer with stuns, auras and armor scaling.
This just needed to be executed without point and click stuns, a kit that a new born goldfish could play and horrible visuals.
Yorick who should be at the end of this year has the concept of an ghoul summoner.
Well thats all there is to him, he must be completely redone.
Ryze is a mana scaling spam mage with good CC and a lot of combo potential (hopefully this concept remains with his rework this year).
But Urgot is just such a complicated mess. He is a high priority target on the long list of champion updates but there are so many reworks already in the pipeline or about to be released (lookin' at gems right there) that he is pushed to Swain and Warwick in the dark waiting corner.
He will get love at some point (Sion level), but this will probably still take quite a bit of time. Sion, Poppy and Taric were almost 1 and a half year in development. So if Urgot is Sion scale i would imagine him taking simliar time spans. And remember there are still champions that just need VGU because they have a very unique theme and fleshed out character to go with in the first place (Ryze, Swain, Warwick, Irelia, Nunu, Cho'Gath and so on).
Just keep in mind that riot hasn't forgot about him and when the they comes riot works on him you can supose that everything happening to him will change for the good of him and the players.
