Why don't people ban Lucian?
I would assume that people would ban him considering he's fairly powerful, and now that he has a new build that people will abuse, he's only gotten moreso.

Generally, there are other bans which take priority.
He's an ADC, and like literally every single adc in this game, there is counterplay called CC, thornmail, and assassins.
The only ADCs that have been majorly problematic were recent patch kog'maw and caitlin right now. Kog'maw shredded armor and had enough tools to 1v1 even assassins even if underfed, caitlin is banned only because it breaks particular team comps. Cait herself isn't broke but some bot lanes are countered by the cait pick, (such as heavy poke lanes where she can tower hug and headshot your squishy lane).
Vayne is arguably up there, but she's so farm reliant that if anything goes wrong it's already game over unless your team stalls until 40 minutes.
Everyone keeps making excuses that he's not a problem, but we all know he is. If he wasn't, he wouldn't have a positive win-rate when he's in half of all games.
