It's not the passive that is the problem. You just need to practice with Ao Shin (I will always call him that and I don't care who tries to stop me).

This is pretty definitively untrue. At max level it's 147+35% AP damage at his inner circle, up to 220 + 52.5% AP at his outer limit. That's easily 500-600 damage every second, across EVERYONE in your range.
His single-target damage isn't as high as a burst mage's damage, but 500-600 damage per second to 3-5 members of the enemy team is pretty absurd.
Lost R2 votesHis passive is the main source of his damage. He ends up dealing serious damage, but it's all about positioning yourself. His ult is supposed to keep enemies away from him, his Q is to hold enemies down so you can further pelt them with stars, and his W further amplifies the damage on his passive while extending the range.
