Is a 130 to 140 Ping playable?
If you don't live in NA, but you play on the NA Server, you get 100+ Ping. I have 130 Ping, is that manageable? Can you keep up with people who have 30ms?

Technically? I manage with around 80.
Why use the NA server if that's not your server, though?
Not any reason besides half of EUW is mentally challenged when it comes to communicating like a normal human being. Guess I will take a look at EUNE, since their servers are in Germany and I live in Germany.
EUNE would work better for you.
I don't think you're going to have better odds escaping the zoo escapees on NA than you will on EU, though.
I guess you're right, they probably are on every server.
If you think NA is any better you're in for a huge surprise. For example, not even 10 minutes before making this post I had to leave a game before 15 minutes. I was vs a Jax in top lane who teleported bot, got a double kill, stayed and got 2 more kills. My AD carry decided it was somehow my fault and called me a r%%%%% and whole bunch of other things for the rest of the time I stayed.
This is a typical match in NA.
If its stable, and you are used to it, yes. You will always be at a disadvantage though.
130-140 ping is standard "great ping" for me since season 5. The game is very playable at that ping.
I am concerned for your LP.
What do you mean? 140 is not bad. If I get 130 ping I consider that great. I've been playing at these pings since I started League back in season 5.
...I feel sorry for your teammates since season 5.
it depends. Its probably manageable if youre playing a very un-microintensive champion. Like Maokai.
Here's how I see it:
10-30 is great ping.
31 - 50 is playable.
51 - 100 is playable but may be a bit sluggish.
100+ is unplayable imo
Before I moved house I would get 89-95ms to NA.
Now I get 125-130 and the internet connection I'm on is 4x faster than before.
