What?

When the enemy jungler is taking red or blue. Those times are extremely important to know

Ward them or play Ashe taking E first?

Every jungler is different, so there is no set time that you can expect them to take. Maybe they have slower clear times then normal, or maybe they are doing a different start.

If you are Diamond, I would kind expect you to know that. I don't even play ranked and I know that

Dude that's really obvious. There is a certain time around where junglers gank bot lane after their first clear. I don't think you understand the question too well.

No, not necessarily. Maybe Bot lane doesn't need a gank, maybe the mid is low so the jungler goes there instead.

There are no rules on how to jungle. You asked how to know when the enemy jungler is at their buffs, I gave you the answer. The only other way is to go there and check them yourself

There really isnt a set time ganks happen at all. But if they are doing a "normal" clear, expect a gank around the 3-4 min mark if they're fast or 4-5 if they're slow. But really you should just be keeping your lanes warded because there are times where i've ganked right after killing blue, which is before 2m usually, just because the gank was perfectly set up right then and there, if the jungler is any decent his ganks arent predicable. They are whenever it sucks the most for the enemy he's ganking. If there arent any lanes open to be ganked, they move into the enemy jungle and start counter jungling. For junglers, every game is different for gank times.
