It seems to me like is only used to secure a lead. Its build path and stats make it really hard to win lane with so no one could really rush this as a first item. So that leaves only those who are ahead in lane and winning already who can purchase it without worry. At that point this item makes it really hard for the enemy team to come back because the constant slow is really strong.

What do you guys think?

They've left the build path awkward on purpose since it could basically turn into a permaslow if you got hit by a melee champion. Honestly it's been left in a similar spot to Atma's Impaler: Adverse to changes, and needs reworked or removed.

It used to be way more popular back when Phage built into it and had an RNG slow, helping the build path immensely.
