QoL buff for Quinn

I've been having more fun than ever playing league this season (coming from an ADC main) and have found more success lately dealing with assassins and being able to hard carry games more often and enjoying the game with friends. I've taken a liking to Quinn (which also happens to be my middle name) and have been spamming her and the only thing that detracts from her fun is the unreliability of her passive, Harrier. I think it should proc regardless of when it appears instead of only proccing when the target is marked and the auto comes after the mark. If the mark appears while the auto is in the air, the passive should proc once the auto lands, a la Kalista's w passive prox with her soulbound. Just a suggestion to make her a bit more reliable to pump out damage.

That's not merely a QoL change and it doesn't make anything more reliable. It makes her damage LESS reliable because there would be occasional uncontrollable increases to it.

As a Quinn main, I don't really care about that anymore. Her passive used to be super unreliable, (whenever u e it would put her passive on cooldown) plus its better to go 45cdr (er>rfc>DD)which allows you to control her passive much more effectively with her q and e being both on a 4 sec cooldown.
