Jhin or Lucian
right now we are in patch 6.9 and I'm wondering who is a better bot laner for a guy who just hit Lvl 30. I only have enough for one so I want to play the one that will be best consistently and most fun

Lucian is the best all around ADC.
Great burst good sustain very mobile good item build paths great laner.
I have a bunch of Gold-platinum supports added and they've all told me they love laning with a good lucian
Jhin is never really a bad choice
To put things in perspective for you
One of my shen games i had sunfire-randuins-ninja tabi-dead mans ( All armor items )
The last bullet from jhin did 1180 to me when i was around 40%....
So you can imagine the damage he can deal....
Hes an amazing laner especially if you go with someone who can snare or stun ''Nautilus,Morgana,Leona'' stuff like that
Both are good picks that are seen in competitve play. You pick who you wanna play with.
Personally I think jhin is way too strong atm. Too much utility in one kit for an adc
With your level of resources to spend, I would highly suggest waiting until they're on free-week and trying them out. They have very different playstyles and one isn't likely to be particularly more fun than the other for you, so you just have to try them. I bought a lot of champs that looked really fun but I didn't like playing (see: Kalista. I hate clicking that much!), when I'd be much better off waiting and trying them out. That's okay for me, since I've been playing so long and have some IP to burn, but if you don't, don't burn it.
From a balance perspective, I think Luc is more likely to get the nerf hammer soon, since he's still overplayed in LCS and general play.
I prefer Jhin much more myself, but that's again probably because Luc is a little more micro-intensive. Jhin is harder at first to learn, since just last hitting takes getting used to so you don't miss cs when you reload, but I think Luc probably has a steeper curve after 30 games, since he has to be so much closer in fights to be effective.
TL;DR: Wait for free weeks to try them yourself. Save your impulse buys for cheaper champs, many of whom have recently updated gameplay and are now pretty fun.
Jhin is stronger atm in soloQ. Enemy team gets wrecked, if they don't finish the game on time.
Lucian is much easier mechanically and gameplay wise, and hes okay late game in my experience. Jhin used to be my favorite adc but im not that great at him, but he seems to have much better late game scaling.
