Remove "/all" chat during game

I've played so many games where the enemy team, or my allies, spent more time verbally abusing their Teammates to ALL than they effectively played the game. On the PBE you are not permitted to talk to ALL until after the game in the chat room. Please do this for all game modes on the NA server. If you want to give your enemies props for a good play it can wait until the chat room. Its very distracting and annoying for the other players, and I also makes the game miserable. All you see is "Report (insert name here)" and, "My team sucks". :/ I spend more time blocking people in the chat than I do enjoying the game :/ I feel this would be a better option. Your thoughts are appreciated.
