Too Many Champions?

So I've been thinking about this for a while. Anybody is welcome to answer this. What will happen to the game when, maybe there are to many champions in the game? Will Riot remove some, and refund IP/RP? Or will there be a never-ending pool of champions? Just wanted to hear what they have planned in the way future, when they have a massive pool of champions. Naw just some will be so outdated in design that they can't keep up. Or so I would think but some of the most basic like annie are still played.

They will probably just slow down releases, but will never stop

i hope they dont stop, and i dont think there are too many champions. i always love buying new champions
