Can we agree that Jhin makes the meta balanced when he is balanced?

When looking at the metas that go throughout league one champion that seems to make the game balanced is Jhin. Don't get me wrong when he is over powered he makes the meta revolve around him, but I believe that when he is under powered champions that scale super hard (twitch, vaye, cait) get left unchecked and the only solution is Lucian. However, with him being banned and heavily camped if picked I believe that riot should buff Jhin in order to fix the meta problem we are having with tanks. Do not buff lethality, but maybe increase his w snare time and give him an extra e charge in order to help him control the game more if ahead and have more comeback potential if behind. This is just my opinion and would love to hear everyone's opinion.
