Unlock all summoners for low levels after level 5

So I'm leveling a low account and I've come to realize how hard it is to play against people with flash and smite before I can get flash or smite. I can only imagine being a new player and coming in to league and being matched up against these unfair advantages. I don't see why all summoner skills don't unlock immediately once pvp on summoners rift opens up for the player. Getting dragon without smite while the other team has it is near impossible, especially when you also don't have flash. Just a suggestion, but my friends who I'm trying to get into the game are hating it right now and I'm having trouble helping them past it when other champs can just flash onto them and they only have ghost.
