I wouldn't say that there are items that are never worth building on any champion. Every item has its niche. However, some of those are larger than others.
Ohmwrecker is very situational, because it's main purpose is lost once more towers have been destroyed, and even if not siege/dive situations are infrequent in solo-queue (>>Trust No One). And not a lot of people are impressed by its stats.
Guinsoo's Rageblade is another one of these items. It isn't rushed on anyone because of its duelist nature and need for drawn-out fights. Other items simply offer more faster.
And once those items have been purchased, there is little room left for Guinsoo's, lest one becomes a glasscannon, which is hard to pull off.
**Banner of Command ** is a powerful item, but not everyone knows how to utilize it to its full potential and therefor it as seen as 'bad' in comparison to its alternative, Locket of the Iron Solari (more about this later).
Sword of the Occult isn't very popular even though Mejai's Soulstealer is, because it is much more likely that an Attack Damage champion (Fighters/Assassins/Marksmen) will die in the fray than a ranged ability power champion with a lot of CC and AoE effects (= more assists). And if you ever want a lot of Attack Damage, there are enough items both offense and defense that offer this. Mejai's is more popular because of its low cost in that regards.
Overall it is just a risky item, and 20% Attack Speed isn't really worth it, either.
Elixir of Ruin isn't as popular as the other three elixirs for the same reasons as Ohmwrecker. But also because it offers more unseen power unlike the other three.
Twin Shadows isn't very popular because, although its stats are nice, it's active effect is hard to control and not very effective. Rylai's Crystal Scepter is much more powerful in terms of locking enemies down and offers more damage and survivability through health instead of mobility. And Supports don't buy it because they have enough CC themselves and don't have room in their three items for mediocre damage and 10% wasted CDR.
Zephyr isn't as popular, because ... uh .. can someone take over here? I can't explain why Zephyr isn't popular. It's a weird item.
Anyhow, if Riot maybe released tutorial videos on some of these items, similarly to their Dark Horsed series, it might make them more popular. If Riot themselves instead of some random player explained their strengths and weaknesses and the situations in which they can and why they should be bought, it would make them far less controversial than they currently are.
