Well the PBE is changing it so Maokai is more effective when tanky if I remember correctly.

To be fair, they were actually trying to put him in the Jungle with the rework, so it should be expected that things are going to be out of wack on release because they are shifting positions.

Honestly, I'm more surprised that his Support position required any AP at all. Though his E is kinda good paired with Liandry's, that's pretty much it. You just have to rely on his %HP damage built in, while building any support item you want.
