the matching system is just bad and i keep getting matched with bad players can it be fixed?

i think that players who are good should be playing with players who are good not absolute bogus, can this be fixed? I just played a match with a jarvan as jungle who said he was good, so, later I pinged for a gank, and I didn't get one so I ask again and he says to stop spamming and I didn't. I lost lane he started yelling along with katarina, then I start saying what the problem is and then they say im stupid when im really, really smart and the fight keeps going on and they say Im the problem when im not. so can there be a giant survey where they get graded on stuff and based on there grade can they be matched with members of there level plz im tired of losing with snobs and lyers and cheat and people who say they are good
