Riot does not enforce the meta the community does

Riot does enforce the meta, Oh, we want farming junglers out of the spotlight, boom, no sated rageblade.(which by the way, the highest winrate of the sated rageblade junglers was shyv at 53%) Oh we want Sej out of the spotlight, boom nerfs to item and champ. etc. Riot decides what they want to be op, and they make it that way because they can't actually balance their game.

aggressive and smart junglers tend to have higher win rates than farmers

farming ain't fun and I dunno why would you stack farming other than when you are behind when you are ahead you should give less damn about farming and more like helping your team champions who are ahead don't farm minions and monsters. They farm Champions

Farming is supposed to be every bit as viable a strategy as early pressure. The problem is that for some reason, early dives make it so that your team HAS to have you able to help early because they can't be safe while you farm. In fact, the lack of being able to farm is why games pretty much end 10 minutes in.

Here is why farming can be a problem which you don't understand.

No one will allow you to farm. People most of the time will be aggressive and apply pressure and if they kill you they will

Ain't only divers. Ahri can do that pretty damn well, Orianna can do it. Gnar, Lissandra, Cait and the list goes on and on. Even melee champions wont allow you to farm.

Even if the champions has almost no AD they will still harass you and try to deny as much cs as possible. Its like that since 3 years ago and this season is even more aggressive

And if you are farming champions like Yi for instance they will counter jungle you so you must come up with something else

Farming should be option, not main focus. Its false assumption that farming is the only way to get gold and experience

Farming is not supposed to be the only way, just the most consistent way. Even then champs like Singed still screw you over because they force you to come stop them or lose objective after objective. Farming should be an option as your main focus, ganking should not be end all be all because guess what, Lee, Hec, Vi, Zac, and a select few others will ALWAYS hold the monopoly on that and it leaves the other with jackshit if it is the main focus all the time.
