Utility Mastery concept for re-purposing wasted cdr.

I saw this idea on reddit (I think) a few months ago, and I thought it was a great idea for a new utility mastery.

**Additional cdr above the cap is converted into bonus movement speed. ** For example, if you've got 50% cdr, the leftover 10% is converted into a 10 movement speed bonus.

The purpose for this is because as a support you purchase a lot of items specifically for their actives or passive benefits, but these items usually provide cdr as well, so it's quite easy to not only meet the 40% cdr cap but to actually exceed it. For example the following is a very common support build which gives you a minimum of 50% cdr. You may even have 10% cdr from masteries. You could have as much as 60% cdr, 20% is wasted because of the cap.

item 3092 (10%) item 3190 (10%) item 3222 (10%) item 3165 (20%) item 3117 item 2049 = 50%cdr

You could replace the Morellonomicon with a fully stacked item 3041 for 15% cdr or a item 3110 for 20% ect. ect.

I don't think exceeding the cdr cap is the norm by any means, but it happens and in those situations it would be nice to know you're getting the most out of your gold. It would probably be a niche mastery pick, but just something to think about!

I'd be happier if designers would just stop overloading champion kits and item selections with CDR.
