Allow her stacks to apply to multiple targets but once it hits 3 on one it disappears that way target switching won't be punishable as bad. It would actually promote different paths on her as well.
Sorta like the Diana ult treatment with the interaction of her Q

And remove the last bit of actual counterplay from her W? Its already lacking in it because you can't itemize against it. The only way to really play against her W is by forcing her to switch targets.
This won't balance her. It will make her brokenly OP.
This isn't QoL, this is a buff. QoL is giving a visual indicator to when skarner can reapply stacks of his passive after stunning something(the way there is a visual indicator to when udyr can restun a target while in bear stance).
Massive isn't inaccurate though, so if we change the title to what it should be, we get, "Massive Buff: Vayne"
