I think Pantheons passive should be nerfed. He can easily dive towers as he can just have 2 stacks on his passive w to a enemy take a tower hit, get another shield from the 2 stacks and take no dmg. I think you should make the hits on the passive to 6 so his opponent can actually do something against him. This is just my opinion , thanks for reading :)
