New elixir oversight - They're on TT / Dom

The new pots have no business being on TT, the Wrath pot is an especially bad idea given the dominance of bruisers in the past. As for Dom, it's never had any of the elixirs before, and I'm again worried about bruisers abusing the Wrath pot.
