Instead of trying to buff her current kit to be viable in the meta just admit she was a failed rework because no matter how much tweaking you do with her numbers she's just no fun to play. Just turn back the clock on this one and revert her back to the fun Sejuani many people loved to play. Also there are a ton of people who spent money on skins for her and never play her anymore because they didn't ask for the rework.

Old sejuani was not better than the new one. And actually, the new one is actually at the best state she have been in term of "Pro Vs Regular play". She feel better to play, she isn't an insane CC lock machine that make coordinated play be insane with her, she has better stat/damage so she can clear and fight better by herself (notably if she has a lead).
Old sejuani was sunfire cape 2.0 running at you with some permaslow who felt underwhelming and a big ass ult that compensated for her kit because being a press R is fun. Now I feel being something else than stat check DPS sej before lvl 6 and I feel like I can do stuff with my kit outside of knowing if my stat check allow me to dual/stay near someone to kill them with an AOE.

She actually used to be the first jungler I played. I'm not a fan of melee champs or tanks since I mostly play supports, adcs and mages myself but Sejuani always felt so badass. I loved playing her so much. I mostly miss her epic ult and w. They just feel less awesome now. it just feel so good to stun 4-5 people, that looks so cool. Nowadays I reroll her in arams because I just don't enjoy playing her anymore. And I also stopped playing her in jungle. I don't really care whether champs are meta, I just don't have that same image of her. She's not that powerful leader fighting for the Freljord. She lost my vote for tnhat war for sure after her rework :c
I like her in her current state, and have a decent amount of games on her.
I enjoy the new Sejuani now that they buffed her damage. She was always kind of a niche pick anyway, I doubt they will ever revert her back cause her old kit doesn't fit in the gameplay direction Riot is heading.
At this point it'd be another rework not a revert since they don't keep those assets this long. Plus she just got a new skin that didnt previously exist on the old kit, that'd be a lot of resources they are probably using for other things right now.

The new sejuani is so clunky its sad. The stun feels so unrewarding. I rather have an aoe megaslow that is long range. Everything about old sej was better. Who cares if she can "win more" now. She is infinitely more unfun to play.
After the buffs she seems alright. My problem with the rework was that she cleared WAY too slowly, even more slowly than her pre-rework state. Now she clears decently fast (and healthily, too).
She feels more competitive to play with her E being repeat-castable on cannon minions/jungle monsters, considering the amount of Xin and Jax players that will very likely try to invade. She needed the E changes to actually get farm fast enough before they're in your jungle constantly. It traded the high survivability from her old passive (100+ armor/mr against non-large minions/non-champs) but her clear is faster.
She can also repeat proc on things like Baron and Dragon (capped damage) so she can do meaningful damage to them.

Used to main her jungle a few years back and frankly shes quite dumpster now imo. Her e being sodependant on having ccompetant melee allies plus its cooldown plus the crap aoe on her w and her r having no aoe stun leave her in such a shit place compared to where she was. She is definitely a failed rework.

Revert every rework Riot has done except Nunu/Xin/Ez/Sion/Poppy/Warwick. All the others made the champions worse.
