over 50% of leblancs damage output is from her E ability

Before leblanc had to use all 3 spells to deal damage and had to decide between use it defensive or offensive.

The new Leblanc:

Q to farm or procc passive W for escaping or "kite" enemies E for insane damage(instant passive) and root

Means it's just W forward use E. W again. Use E. W backwards. E proccs...

Change Idea:

E: First use deals no damage

W: 85/125/165/205/245(+0.6 AP) 90/130/170/210/250(+0.8 AP)
