I almost never see a heimer thread but when i do, it gets downvoted to hell. Everyone is busy complaining about every fotm champ but never heimer. Everyone in the boards hate him? Not even in tournaments in the past seasons have i ever seen heimer. I think I've seen more urgots than heimer. Is he actually good or bad? Does he need buffs, nerfs or another rework?

Heimer suffers from the same thing as Yorick, immensely frustrating in lane, but largely useless outside of it, which makes him a dreadful champion for competitive play.
He needs a new passive. The one he has right now is shit and out of place. The mage rework was the perfect chance to take a look at it.
heimer is one of those champs that makes you contemplate quitting league, so he can be in the dumpster as far as sane people care

I can answer those questions:
So Heimer can be considered an mediocre-average pick in that lots of other mages simply do what he does better. In high level of play, people know how to completely shut him down so it's very rare you'd see a Heimer picked in professional play or higher elos when you an just play Azir, Viktor, and Anivia. Ontop of that, he's also played less because his kit is less appealing than that of other mages of his role. Absolutely no bias, but I think that spawning turrets and empowering an abilitiy is just less appealing than flashier, more prominent mages.
So why is his winrate and his stats up? Heimer has a small dedicated playerbase, so naturally his stats will always be skewed towards the players that play him very well. Does that answer your questions?
No, that's not it. You are oversimplifying things and confusing yourself. It's not because it's Heimerdinger, those threads are downvoted to hell because they said something stupid about Heimerdinger (at least in those threads that I've seen that are that).

I think he's fine, but he needs one buff: After activating his ult, his preexisting cooldowns are ignored, this way he can chain stun, or chain rockets. Think of it working like Rengar and his passive.
There was a Korean tournament game where they picked jungle Heimer and won. Not exactly "jungle Heimer" but he had smite.
